Amends Part I of section 2 of chapter 464, Session Laws of Colorado 2009 to provide supplemental appropriations to the Department of Agriculture for fiscal year 2010.

Appropriates $38,793,845 total from the general fund ($6,055,836), general fund exempt ($26,968,790), and reappropriated funds ($1,800,473) and federal funds ($3,968,746) across seven department divisions.

Funds seven divisions: Commissioner's Office and Administrative Services ($8,177,511), Agricultural Services Division ($12,582,759), Agricultural Markets Division ($1,107,786), Brand Board ($3,996,418), Special Purpose ($2,859,286), Colorado State Fair ($8,498,698), and Conservation Board ($1,571,387).

Appropriates funding for personnel services, operating expenses, grants, equipment leases, and various specialized programs including noxious weed management, livestock disease control, and salinity control grants.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
