Repeals Part 7 of article 5 of title 25.5, Colorado Revised Statutes, eliminating telemedicine pilot programs previously administered by the Department of Health Care Policy and Financing.

Repeals section 24-34-104 (41) (s), which previously required the administration of telemedicine pilot programs to terminate on July 1, 2010.

Amends appropriations in chapter 464, Session Laws of Colorado 2009, adjusting funding totals for the Department of Health Care Policy and Financing's medical services premiums for various eligible populations.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
