Adds new subsection (1.5) to Colorado Revised Statutes 30-28-110 clarifying that county location and extent review requirements do not exempt political subdivisions from compliance with county Planned Unit Development regulations

Addresses court interpretations that had exempted special districts and other political subdivisions from county planning and zoning requirements for public projects within planned unit developments

Applies to all applications for proposed location and extent review submitted to counties on or after the effective date of the act

Takes effect 90 days after final adjournment of the general assembly (August 11, 2010) unless a referendum petition is filed, in which case voter approval at the November 2010 general election is required
