HB 10-1418 Summary

• Amends Colorado's renewable energy standard to expand ownership options for community-based projects eligible for a 1.5x kilowatt-hour multiplier to include nonprofits and cooperatives controlled by individual residents, in addition to projects directly owned by residents.

• Establishes a new 2x kilowatt-hour multiplier for rural renewable energy projects up to 30 megawatts that interconnect to cooperative electric association or municipally owned utility facilities at 69 kilovolts or less, effective only for interconnections completed by December 31, 2014.

• Limits the 2x rural multiplier to the first 100 aggregate megawatts statewide for non-investor-owned utilities and prohibits its use in conjunction with other compliance multipliers.

• Requires entities developing projects claiming the rural multiplier benefits to notify the Colorado Public Utilities Commission within 30 days of signing a power purchase agreement and within 30 days of beginning commercial operations.

• Directs the Commission to report to the legislature by December 31, 2011, on implementation progress and recommend whether the rural multiplier's magnitude or expiration date should be modified.
