Amends Colorado law to allow state institutions of higher education to offer group benefit plans (medical, dental, life, and disability) to their employees in the state personnel system.

Defines "group benefit plans" in statute to include coverage offered by higher education institutions, not just plans contracted by the state personnel director.

Permits institutions that offered group benefit plans in the plan year immediately preceding the bill's effective date to continue offering such plans to eligible state personnel system employees.

Clarifies that the law does not limit or expand the general authority of institutions of higher education to establish and offer benefit plans to their employees.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
