Classifies all documents prepared by or submitted to the legislative council staff in connection with ballot information booklet (blue book) preparation as work product, exempt from public inspection under the Colorado Open Records Act.

Includes all written public comments received during the ballot booklet preparation process as work product under this exemption.

Converts all such documents and written comments to public records upon distribution of the completed ballot information booklet to registered Colorado electors.

Amends Colorado Revised Statutes sections 1-40-124.5, 2-3-304, and 24-72-202 to codify work product status for ballot booklet preparation materials.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
