CO SB007

Establishes framework for county departments of social services to enter into memorandums of understanding with local judicial districts, health departments, school districts, mental health centers, behavioral health organizations, youth corrections, substance abuse treatment providers, and domestic abuse programs to coordinate multi-agency services for children and families.

Adds family resource centers as optional parties to memorandums of understanding and encourages inclusion of private sector entities and family advocacy organizations as advisors to local interagency oversight groups.

Requires memorandums to specify legal responsibilities, funding sources, and services that may be provided, including prevention, intervention, treatment, family preservation, probation, mental health, public assistance, and child welfare services.

Authorizes parties to contribute time, resources, and funding to solve identified problems and allows reinvestment of federal waivers and state general fund savings to serve additional children and families.

Allows departments and agencies to waive rules preventing effective implementation of memorandums of understanding, except rules required by federal law or those protecting child safety.
