Increases maximum daily penalty for workers' compensation law violations from $500 to $1,000 per day per offense.

Requires penalty apportionment between aggrieved parties (minimum 50%) and the Workers' Compensation Cash Fund, at the discretion of the director or administrative law judge.

Changes language from "willfully" to "knowingly" for insurers or self-insured employers delaying medical benefit payments beyond 30 days, with an 8% penalty on wrongfully withheld benefits unless delay results from excusable neglect.

Maintains 10% penalty for insurers or self-insured employers withholding permanent partial disability benefits within 30 days of when due, with penalties apportioned among aggrieved parties, medical services providers, and the Workers' Compensation Cash Fund.

Takes effect 90 days after final adjournment of the general assembly (August 11, 2010) unless subject to referendum petition requiring voter approval in November 2010.
