Extends the water efficiency grant program funding from June 30, 2012 to June 30, 2020, allowing continued appropriations for grants to covered entities and government agencies.

Maintains annual appropriation of up to $500,000 from the fund to the state board for grant distribution and increases the administrative cost allocation to $50,000 annually through the extended date.

Changes the annual severance tax trust fund transfer to the water efficiency grant program from $800,000 to $550,000 for each fiscal year beginning on or after July 1, 2012.

Transfers any remaining moneys in the water efficiency grant program cash fund on June 30, 2020 to the operational account of the severance tax trust fund.

Repeals the water efficiency grant program provisions effective July 1, 2020, terminating the program at that date.
