Adds penalties for unauthorized diversion of surface water, mirroring existing groundwater violation penalties under Colorado law section 37-92-503(6)(a).

Any person diverting surface water contrary to a valid state engineer or division engineer order under section 37-92-502 forfeits and pays up to $500 per day the violation continues.

Expands enforcement provisions to cover both surface water and groundwater diversions with identical penalty structures.

Applies to conduct occurring on or after the effective date of the bill.

Designated as an immediate necessity for preservation of public peace, health, and safety under the safety clause.
