SB10-029: Governmental Efficiencies Summary

• Eliminates the office of executive director of the department of local affairs and transfers duties and appropriations to the lieutenant governor.

• Implements a 2-year statewide hiring freeze requiring gubernatorial approval for all new hires that are critical to protecting life, health, or safety, with monthly reporting to the general assembly.

• Eliminates all state employee bonuses for 2 years and reduces personnel budgets of the governor's office and executive directors' offices to 2005-06 fiscal year levels.

• Requires 3% reduction in full-time equivalent state employees paid with general fund dollars within 5 years and 10% pay reduction for all state employees earning $125,000 or more annually (except higher education employees).

• Removes the requirement that motor vehicles display front license plates and prohibits executive branch professional organization dues from general fund appropriations unless paid from gifts, grants, or donations.
