Authorizes the Office of Information Technology to negotiate amendments to existing state agency information technology contracts from the effective date through June 30, 2012, to consolidate IT resource management across agencies.

Allows contract amendments to expand scope to include additional agencies, extend contract terms, and improve cyber security without being considered new solicitations or awards.

Requires all existing contractors to agree to amendments, which must have been originally awarded through competitive procurement (not sole source or emergency), and must not jeopardize federal or other funding.

Mandates the Office consult with affected agencies and interested providers, publish public notice on the Office's website and Department of Personnel's solicitation site, and wait at least 30 days before making a final determination.

Exempts contract amendments under this authority from standard Procurement Code requirements except for Article 109, and requires the Office to establish transparent procedures for implementation; the entire authorization expires July 1, 2012.
