Increases the maximum administrative fee paid to Colorado horse breeder associations from 5 percent to 10 percent of total moneys generated by unclaimed pari-mutuel tickets and related revenues under section 12-60-701(2)(b).

Administrative fees are designated for registering and maintaining breeding records for administration of the horse breeders' and owners' awards and supplemental purse fund.

Changes statutory reference from "simulcasts" to "SIMULCAST" for races received by in-state simulcast facilities that contribute to the fund.

Takes effect 90 days after final adjournment of the general assembly (August 11, 2010) unless subject to a referendum petition, in which case it requires voter approval at the November 2010 general election.
