Repeals the mandatory late vehicle registration fee of $25 per month (maximum $100) enacted by Senate Bill 09-108, effective July 1, 2010.

Reinstates a waivable late registration fee of up to $10, to be determined by the Department of Revenue or authorized agents at time of vehicle registration.

Repeals the supplemental unregistered vehicle fine of $25 per month (maximum $100) imposed on persons convicted of misdemeanor for failing to register a vehicle within 90 days of becoming a Colorado resident.

Removes references to "fines" from statutory provisions related to highway users tax fund, replacing with "surcharges and fees" only.

Makes conforming amendments to vehicle registration penalty provisions in sections 42-3-103, 42-6-140, and related statutes.
