Establishes that the federal Department of Defense Record of Emergency Data (DD Form 93) takes legal precedence over Colorado state declarations regarding disposition of remains for armed forces members.

Defines "federal record of emergency data" in Colorado law as the United States Department of Defense Record of Emergency Data, DD Form 93, or any successor form.

Requires that when a service member has executed a valid federal record of emergency data, the person designated in that federal form shall control disposition decisions, even if a more recent Colorado declaration exists.

Specifies that the person authorized under the federal record must still follow the service member's wishes regarding ceremonial arrangements and specific disposition instructions from their most recent Colorado declaration.

Applies to members of the United States Armed Forces, Reserve Forces, or State National Guard called into federal service who are covered decedents under 10 U.S.C. Section 1481.
