Increases probationary teacher period from 3 to 5 years of continuous employment before achieving nonprobationary status

Grants nonprobationary teachers 5-year employment contracts that automatically renew for additional 5-year periods if they receive satisfactory final cumulative written evaluation reports

Requires school boards to provide written notice and reasons to nonprobationary teachers whose contracts are not being renewed

Requires nonprobationary teachers receive at least one observation annually and one final cumulative written evaluation report every 5 years (instead of every 3 years)

Applies to teachers who have not completed 3 years of continuous employment as of the effective date; subject to voter approval if referendum petition filed within 90 days of adjournment
