Repeals the mandatory late vehicle registration fee of $25 per month (maximum $100) for nonmotorized vehicles that was enacted by Senate Bill 09-108, effective July 1, 2010

Reinstates a waivable late fee of up to $10 for nonmotorized vehicles, to be determined by the Department of Revenue or authorized agents at the time of registration

Maintains the $25 per month mandatory late fee (maximum $100) for motor vehicles and mobile machinery

Allows the Department of Revenue or authorized agents to waive the late fee for nonmotorized vehicles entirely

Directs all late registration fees collected for nonmotorized vehicles to be retained by the department or authorized agent, rather than forwarded to the highway users tax fund
