Transfer from the General Fund to the Highway Users Tax Fund an amount equal to 1% of statewide base per pupil funding and total state funding for all categorical programs in fiscal year 2011-12.

For fiscal years 2012-13 through 2020-21, transfer the previous year's amount plus an additional 1% of statewide base per pupil funding and total state funding for all categorical programs.

Eliminates the constitutional requirement for the additional 1 percentage point annual growth in K-12 education funding beginning in fiscal year 2011-12, and redirects savings to highway transportation.

Modify revenue allocation provisions to include transfers under the new subsection as revenues placed in the Highway Users Tax Fund.

Act takes effect 90 days after final adjournment of the general assembly (August 11, 2010), unless subject to referendum petition requiring voter approval in November 2010.
