Changes lobbyist disclosure reporting period from calendar year to fiscal year (July 1 - June 30) throughout Colorado's lobbying regulations.

Increases penalties for late disclosure statement filings from $10 per day to $20 per day for the first ten business days overdue, then $50 per day thereafter.

Adds new prohibited lobbyist practices including knowingly deceiving officials, concealing client identity, using fictitious names, and representing adverse interests without consent.

Authorizes Secretary of State to revoke lobbyist registration certificates when lobbying privileges are suspended by the General Assembly following misconduct complaints.

Appropriates $32,560 in cash funds to the Department of State for fiscal year 2010-2011 to implement the act.
