Creates a "Religious Bill of Rights for Individuals Connected to Public Schools Act" requiring the state board of education to establish religious bills of rights for students, parents, teachers, and school employees by January 30, 2011.

Guarantees students the right to express religious beliefs, participate in private religious ceremonies outside instructional time, wear religious garb, exchange items with religious themes, and respond to assignments with religious materials if meeting educational purposes.

Guarantees teachers and employees the right to teach religious topics for educational purposes, display religious materials related to classroom instruction, allow students to exchange religious items, wear religious jewelry, and decline to teach topics violating their religious beliefs without discipline.

Requires local school boards to distribute the bills of rights annually to all students, parents, and employees, and to adopt opt-out policies allowing students and parents to excuse themselves from classes or materials conflicting with their religious beliefs.

Makes individual local board members personally liable for lawsuits if the board fails to implement the act, and subjects board members to attorney fees and damages if plaintiffs prevail in actions defending their religious rights.
