Requires the Colorado Office of Economic Development to host a Colorado bioscience and clean technology capital investment bulletin board on its website as a virtual marketplace for early-stage projects seeking capital funding.

Designates the bioscience membership organization and clean technology membership organization as posting entities responsible for creating, maintaining, and monitoring the bulletin board with authorized posting rights.

Allows vetting organizations including incubators, technology transfer offices, and small business loan funds to electronically submit project information to posting entities, which determine sole discretion over what content to post and when to remove postings.

Creates the Colorado Bioscience and Clean Technology Capital Investment Bulletin Board Fund in the state treasury to be funded by gifts, grants, and donations from private and public sources, with funds subject to annual appropriation by the General Assembly.

Specifies that the Office of Economic Development and the state are not responsible for accuracy, completeness, posting, or monitoring of the bulletin board, with the posting entities bearing sole responsibility.
