Moves Larimer and Weld counties from the enhanced emissions program back to the basic emissions program of the Automobile Inspection and Readjustment (AIR) program.

Restores the definition of "collector's items" to mean motor vehicles at least 25 years old and resets the model year cutoff from 1975 to 1959 for emissions testing exemptions.

Removes the air quality control commission's authority to review and adjust AIR program boundaries, restoring geographical boundaries to those in effect prior to Senate Bill 09-003.

Restores the ability of the commission to exempt collector's item motor vehicles of model year 1970 or earlier from emissions control certification requirements, upon recommendation from the division of administration.

Repeals the provision preventing collector's item motor vehicles from being re-registered as such after being sold or transferred to a new owner.
