Declares that all Coloradans have the right to transparency in utility rates, including disclosure of all costs associated with energy bills.

Requires investor-owned gas and electric utilities to disclose information to customers at least 4 times per year in printed bills or billing inserts.

For electric service, utilities must disclose fuel types used, percentage of generation from each fuel type, load profile for each fuel type, and total generation cost per kilowatt-hour for natural gas, coal, wind, and solar, including all ancillary costs.

For natural gas service, utilities must disclose the cost per thousand cubic feet of gas under supply contracts and all ancillary costs including underground storage and pipeline expansion costs.

Allows utilities to recover costs of reformatting bills to include required information through rates; takes effect 90 days after final adjournment of the general assembly, subject to referendum petition.
