Authorizes Colorado Mountain College to offer up to five baccalaureate degree programs in addition to its existing two-year junior college mission.

Requires Colorado Commission on Higher Education approval of each baccalaureate program based on demonstrated workforce and student demand, accreditation compliance, cost-effectiveness, and cost-benefit analysis showing no negative financial impact.

Modifies the statutory definition of "junior college" to create an exception allowing Colorado Mountain College specifically to offer four-year degrees to address community needs within its service area.

Establishes criteria for approval including data demonstrating regional and professional accreditation requirements and that the baccalaureate program is the most cost-effective method of delivery in the college's service area.
