SB10-104: Conduct of Voter Registration Drives

• Requires voter registration drive circulators to be registered Colorado electors and submit affidavits attesting they have read applicable laws, have no fraud-related convictions, and will verify voter eligibility before collecting applications.

• Mandates voter registration drive organizers submit circulator lists, affidavits, and photo identification copies to the Secretary of State before commencing any drive.

• Directs the Secretary of State to assign unique identifying numbers to each voter registration drive (three digits) and each circulator (six digits), which circulators must include on all distributed voter registration forms.

• Requires circulators to only collect applications from eligible electors who affirmatively answer questions about age, citizenship, and 30-day state and county residency requirements.

• Requires voter registration drive agents to make themselves available for depositions and testimony in any court proceeding or Secretary of State hearing concerning alleged fraud or abuse, with violation resulting in invalidation of registration applications at issue.
