Prohibits elected state officials subject to campaign finance contribution limits from expending public moneys on print, visual, broadcast media, website communications, or similar public communications that reference the official or their employees by name or likeness.

Allows three exceptions: one yearly publication listing officials for contact and informational purposes; communications required by law to perform official duties; and broadcasts or records of public meetings and official proceedings.

Applies to the Governor, Lieutenant Governor, Secretary of State, State Treasurer, Attorney General, General Assembly members, State Board of Education members, and University of Colorado Board of Regents members.

Permits any person to file a written complaint for violations; violators face civil penalties of at least double and up to five times the amount of prohibited expenditures.

Takes effect July 1, 2010.
