Expands the definition of first degree murder in Colorado to include the killing of a fetus when committed with deliberation and intent to cause death, or during the commission of certain felonies, or under circumstances manifesting extreme indifference to human life.

Exempts from prosecution deaths occurring during medical treatment (including abortion, in utero treatment, or live birth) to which the pregnant woman or her authorized representative consented.

Exempts from prosecution fetal deaths caused by a physician when childbirth would result in the mother's death with medical certainty, or would be substantially certain or more likely than not to result in the mother's death.

Appropriates funds for fiscal years 2010-2014 from the Capital Construction Fund to the Corrections Expansion Reserve Fund and General Fund to implement the law.

Becomes effective July 1, 2010, and applies to offenses committed on or after that date.
