Extends the Colorado Open Records Act (CORA) to all writings made, maintained, or kept by any entity that receives public money or performs a governmental or public function relating to receipt of funds or performance of that function.

Requires all contracts for performance of governmental or public functions entered on or after the effective date to specify that records and files relating to costs or performance measures are open for public inspection under CORA.

Limits transparency requirements to contract-related materials, exempting private entities from disclosing materials that do not relate to the governmental or public function contract.

Mandates governmental bodies make contracts available and accessible to the public on their websites by September 1, 2010, except portions subject to statutory exemptions under CORA.

Establishes procedures for withholding contract portions designated as exempt by governmental contractors, with a 21-day notification requirement and dispute resolution process before public disclosure.
