Authorizes the Colorado Bureau of Investigation to collect an additional surcharge on each fee charged for performing criminal history record checks to help process arrest, identification, and charge disposition information submitted by law enforcement, correctional, and judicial entities statewide.

Limits total annual surcharges collected in any fiscal year to not exceed the annual costs incurred by the department in processing arrest and identification information.

Caps individual surcharge amounts at 65 percent of the fee upon which the surcharge is assessed.

Requires the bureau to collect surcharges in an equitable fashion across all fees associated with state and national fingerprint-based criminal history record checks to the extent practicable.

Amends statute regarding criminal justice agency fees to clarify language about reasonable fee assessments for copies, printouts, or photographs of criminal justice records.
