Requires the Department of Regulatory Agencies to post federal pharmaceutical transparency reports on its website upon receipt from the U.S. Department of Health and Human Services.

Mandates posting of summaries required by Section 6002 of the Patient Protection and Affordable Care Act (H.R. 3590) containing information submitted by pharmaceutical manufacturers and group purchasing organizations.

Sets posting deadline of September 30, 2013, and June 30 annually thereafter, or as soon as possible after the state receives the report from the federal government, whichever occurs first.

Takes effect 90 days after the 2010 legislative session concludes (August 11, 2010) unless subject to referendum petition, in which case it requires voter approval at the November 2010 general election.
