Defines "distributed eligible electric generation" as electric generation from eligible energy sources not exceeding 30 megawatts that interconnects to existing transmission or distribution facilities owned by Colorado cooperative electric associations or municipal utilities.

Creates a 2-to-1 renewable energy credit (REC) multiplier for kilowatt-hours generated from distributed eligible electric generation facilities, counting each kilowatt-hour as two kilowatt-hours for renewable energy portfolio standard compliance.

Applies the 2-to-1 multiplier to both general RPS compliance standards under section 40-2-124(1)(c)(III) and specific renewable energy standards under section 40-2-124(1)(c)(VII.5).

Prohibits electricity from eligible energy resources from taking advantage of multiple counting methods simultaneously, limiting each kilowatt-hour to only one of the available multiplication methods.

Takes effect August 11, 2010, subject to voter approval if a referendum petition is filed within 90 days after final adjournment of the general assembly.
