Authorizes vehicle owners to obtain a no-street-use registration for vehicles they wish to idle, effective for registration periods beginning September 1, 2010 or later.

Reduces specific ownership tax by 50% for vehicles registered as no-street-use and exempts them from road safety and bridge safety surcharges imposed under Senate Bill 09-108.

Prohibits operation of no-street-use registered vehicles on public highways; violations constitute a class B traffic infraction with penalties equal to standard unregistered vehicle penalties plus an additional amount equal to the tax savings gained by the no-street-use registration.

Requires the Department of Revenue to provide special validating tabs or stickers for no-street-use vehicles to clearly distinguish them from regularly registered vehicles.

Allows proportional refunds of road and bridge safety surcharges when owners switch from regular to no-street-use registration mid-period, and requires proportional surcharge payments when switching from no-street-use to regular registration mid-period.
