SB 10-140: Human Trafficking

• Creates new Part 5 of Article 3, Title 18 to consolidate human trafficking and slavery offenses, relocating provisions from sections 18-6-402, 18-13-127, and 18-13-129

• Establishes trafficking in adults (18-3-501) as a class 3 felony, or class 2 felony if victims are illegally present in the United States

• Establishes trafficking in children (18-3-502) as a class 2 felony for selling, exchanging, bartering, or leasing a child for money or other consideration

• Establishes coercion of involuntary servitude (18-3-503) as a class 6 felony, including coercion through document withholding, immigration threats, serious harm threats, schemes causing fear of harm, or abuse of legal process

• Updates multiple statutes (racketeering, parenting time modification, sex offender registration, sentencing) to reference the relocated human trafficking provisions with new section numbers
