Defines "power takeoff equipment" as equipment attached to a motor vehicle and powered by the vehicle's motor that provides locomotion.

Exempts power takeoff equipment from Class F personal property classification for graduated annual specific ownership tax purposes.

Requires vehicle owners to register mounted equipment with the authorized county agent within twenty days of attachment, unless the equipment is power takeoff equipment.

Registration applications must include equipment details such as serial number, make, model, year of manufacture, weight, and cost.

Effective July 1, 2010, and applies to all registrations made on or after that date.
