The high-performance transportation enterprise must study the feasibility of entering a public-private partnership to develop, construct, and operate a rail fixed guideway system between the Auraria Higher Education Center and the Anschutz Medical Campus of the University of Colorado at Denver.

If a special district or improvement district is formed after the feasibility study to finance, develop, construct, and operate the rail system, $4 from each road safety surcharge collected from vehicle owners living within one mile of the system route must be allocated to that district.

The bill applies transportation demand management principles to address traffic congestion in the United States Highway 40 corridor through central and east Denver and Aurora.

The measure includes a safety clause declaring it necessary for the immediate preservation of public peace, health, and safety.
