• Exempts employees and volunteers of approved syringe exchange programs from drug paraphernalia possession charges under Colorado law.

• Authorizes county and district boards of public health to approve clean syringe exchange programs operated by public health agencies or contracted nonprofit organizations.

• Requires boards to consult with stakeholders including law enforcement, district attorneys, substance abuse treatment providers, and disease advocacy organizations before approving programs.

• Establishes minimum program requirements including provision of sterile injection equipment, blood-borne disease testing and education, referrals to drug treatment, and safety protocols for proper disposal of injection materials.

• Requires annual reporting by approving boards to the Department of Public Health and Environment on program results through July 1, 2014.
