SB10-195 Summary

• Creates the Early Childhood Leadership Commission in the Office of the Governor to coordinate services for children birth to eight years old across early learning, child health, child mental health, and family support sectors.

• Commission consists of up to 35 members including executive directors from five state agencies, the Education Commissioner, Head Start director, up to 23 governor-appointed members representing local government, schools, providers, nonprofits, and business, plus four legislative members.

• Commission duties include providing data-sharing recommendations, identifying barriers to alignment of standards across agencies, developing interagency data systems for statewide needs assessments, and recommending professional development standards for early childhood workers.

• Commission must report annually to the Governor and relevant legislative committees on recommendations for policy and regulatory changes, including feasibility of creating a state-level oversight structure by January 31, 2012.

• Establishes the Early Childhood Leadership Commission Fund to be funded with federal moneys allocated by the Governor, with article repealing effective July 1, 2013.
