Removes triggers and exceptions that previously limited distributions of 50% of limited gaming fund revenues allocated to the state general fund, effective starting fiscal year 2010-11 and continuing annually thereafter.

Eliminates conditional language that allowed reductions to transfers for the Colorado Travel and Tourism Promotion Fund, State Council on the Arts Cash Fund, New Jobs Incentives Cash Fund, Colorado Office of Film Television and Media Operational Account Cash Fund, Innovative Higher Education Research Fund, and Clean Energy Fund based on revenue forecasts.

Removes obsolete provisions related to the 2003-04, 2005-06, 2006-07, 2007-08, and 2008-09 fiscal years, including one-time transfers and bioscience discovery evaluation funding allocations.

Establishes permanent annual allocations: $19 million to travel and tourism, $1.5 million to state arts council, $3 million to new jobs incentives, $600,000 to film/television/media, $1 million to innovative higher education research, and remaining amounts to clean energy fund (with consumer price index adjustments beginning June 2007).

Takes effect August 11, 2010, subject to referendum petition and potential voter approval in November 2010.
