Creates the Colorado Construction Notice and Lien Review Committee to study issues related to subcontractor notification and mechanics' liens in construction projects.

Committee composition includes nine members appointed by legislative leadership (President of Senate, Speaker of House, and minority leaders) and the Governor, with required representation from general contractors, subcontractors, title companies, equipment industry, developers, homebuilders, lien law experts, and material suppliers.

Committee must meet at least six times starting no later than August 1, 2011, hold public meetings, and solicit public testimony regarding timely identification of subcontractors, ensuring subcontractor payment, eliminating double payments, and studying Utah's construction regulations and lien laws.

Committee shall report findings and recommended legislation to the Senate Business, Labor, and Technology Committee and House Economic and Business Development Committee prior to the second regular session of the 68th General Assembly.

This committee provision is repealed effective July 1, 2012.
