Creates an agricultural youth license allowing persons aged 14.5 to 16 years old to drive motor vehicles for agricultural purposes after holding an instruction permit for 6 months and completing 50 hours of supervised driving.

Applicants must reside on or be employed by an agricultural business on land classified as agricultural for property tax purposes, verified through a statement made under penalty of perjury.

License holders under 16 years old may only drive to further commercial agricultural purposes, between the farm and residence using the most direct route, or while accompanied by a licensed adult in the front passenger seat.

Agricultural youth license holders under 16 years old are prohibited from driving on limited access highways with speed limits greater than 65 miles per hour.

Appropriates $207,152 in cash funds for fiscal year 2011 to the Department of Revenue for implementation and programming services; act takes effect August 10, 2011, unless subject to referendum.
