Repeals the "Health Care Affordability Act of 2009" that established hospital provider fees on outpatient and inpatient services provided by all licensed or certified hospitals.

Removes multiple statutory provisions related to hospital provider fee collection and administration across Colorado Revised Statutes sections 2-3-119, 25.5-3-108, 25.5-4-402.3, 25.5-5-201, 25.5-5-204.5, 25.5-5-206, and 25.5-8-103.

Modifies hospital reimbursement provisions to require the state department to pay for inpatient hospital services using a prospective payment system based on Medicare diagnosis-related groups, removing language tied to the hospital provider fee system.

Repeals the five-year post-enactment review requirement for the Health Care Affordability Act that was scheduled to be conducted by legislative service agencies.

Takes effect on August 10, 2011, unless subject to a referendum petition, in which case it requires voter approval at the November 2012 general election.
