HB11-1029 Summary

• Adds public libraries and community corrections programs to the list of protected locations under Colorado's drug special offender sentencing statute

• Expands special offender penalties to apply to drug sales convictions occurring within or upon the grounds of libraries and community corrections programs, or within 1,000 feet of their perimeters

• Requires public library officials and community corrections program operators to follow uniform implementation and notice recommendations established by local education boards and public housing development officials regarding signage and notification methods

• Defines "community corrections program" by reference to section 17-27-102 (3), C.R.S. and "public library" by reference to section 24-90-103 (13), C.R.S.

• Takes effect 90 days after final adjournment of the general assembly (August 10, 2011, if adjournment occurs May 11, 2011), subject to possible referendum petition requiring approval by voters in November 2012
