Repeals the executive director of the Department of Human Services' authority to sell or transfer title to the Trinidad state nursing home under Colorado Revised Statutes section 26-12-112(5)

Removes provisions requiring consultation with Las Animas County commissioners and consideration of bids that ensure continuity of care and employee retention plans

Eliminates provisions directing proceeds from any sale to be deposited in the central fund for state nursing home projects and programs

Updates related statutes to reflect that the Trinidad state nursing home remains under the Department of Human Services unless transferred through other means

Takes effect 90 days after final adjournment of the general assembly (August 11, 2010), or upon voter approval if a referendum petition is filed
