Eliminates non-MPO transportation planning regions and regional transportation plans, requiring CDOT to include all non-MPO areas in its comprehensive statewide transportation plan with equitable and consistent planning analysis.

Repeals the state transportation advisory committee and the special interim transit and rail advisory committee.

Renames "regional transportation plans" to "twenty-year transportation plans" for metropolitan planning organizations and establishes a consolidated statewide planning process.

Allows regional planning commissions to make recommendations to CDOT and the transportation commission regarding their region's needs by communicating directly with commission members.

Becomes effective July 1, 2011, with conforming amendments made throughout Colorado Revised Statutes related to transportation planning, toll roads, and infrastructure investments.
