Clarifies that identity theft occurs when a person knowingly uses another's personal identifying information, financial identifying information, or financial device without permission to obtain cash, credit, property, services, or financial payment.

Establishes strict liability for identity theft, requiring that a person need not be aware that the information or device belongs to another person to be charged with the offense.

Adds false claiming of personal identifying information with intent to obtain or maintain employment as an identity theft offense.

Amends criminal impersonation statute to require assumption of false or fictitious identity "legal or otherwise" in certain circumstances and establishes that using false personal identifying information constitutes assumption of false identity.

Takes effect August 10, 2011, subject to referendum petition provisions.
