Requires higher education institutions to provide nonregular classroom teaching employees (adjunct professors and contingent workers) with a written statement of reasons when terminating or refusing to renew their employment contracts

Grants nonregular teaching employees access to any dispute procedures available under the institution's policies following contract termination or nonrenewal

Applies to individuals engaged in classroom teaching on a nonregular basis under employment contracts or contract extensions with state systems or institutions of higher education

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011, if adjournment occurs May 11, 2011), subject to referendum petition procedures
