Prohibits local governments from charging fees or seeking reimbursement from nonresidents for costs incurred by first responders responding to motor vehicle accidents, effective December 31, 2011

Applies only to urban municipalities as specifically defined, including Denver, Boulder, Colorado Springs, Fort Collins, Loveland, and 40 other named cities and towns

Exceptions allow local governments to charge for hazardous materials cleanup (where specifically provided by law) and for ambulance service transportation and treatment

Does not restrict fees for emergency incidents involving aircraft, rail transportation, open water rescue, or open water recovery activities

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed by November 2012
