Reduces late vehicle registration fee from $25 per month (capped at $100) to up to $10, effective July 1, 2011.

Allows Department of Revenue or authorized agents to waive the late fee at their discretion, instead of only under specified conditions.

Authorizes Department of Revenue to consider whether vehicle owners receive state or federal benefits (unemployment, food stamps, disability, medical assistance, or SSI/SSDI) when determining whether to waive fees.

Requires Department of Revenue to establish rules for additional fee exemptions including acts of God, office closures, medical hardships, and IT failures.

Appropriates $2,590 in fiscal year 2010-2011 to Department of Revenue for IT implementation costs related to the fee modifications.
