Requires ballot title central features to be presented in bulleted list format rather than paragraph style, with each item beginning with a singular present-tense verb and separated by at least one-half line of spacing.

Specifies ballot formatting with indented bullets at three characters from the left margin, semicolons after each item except the last item which ends with a question mark.

Changes ballot response options from simple "yes" or "no" to "YES/FOR" and "NO/AGAINST" beginning with the 2012 general election.

Authorizes the Department of State to reimburse counties for costs directly attributable to implementing the new ballot title format for the 2012 election, at a rate of two cents per ballot issue per active registered elector.
