Requires municipalities and city-counties with populations of 25,000 or more to annually report to the Department of Public Health and Environment the quantity and categories of solid waste diverted or disposed of in their service areas by May 30 each year.

Defines "diversion" or "diverted" as solid waste and other materials not disposed of in landfills because they were reused, recycled, composted, or otherwise put to beneficial use.

Directs the Solid and Hazardous Waste Commission to promulgate rules specifying reporting dates, formats, standards for determining quantities, waste categories, and activities that qualify as diversion.

Requires the Department of Public Health and Environment to submit annual reports to the Solid and Hazardous Waste Commission beginning September 1, 2013, with recommendations to increase the amount and types of waste diverted from landfills.

Mandates the Solid and Hazardous Waste Commission to report findings and recommendations to the legislature's health committees by January 1, 2014, including evaluation of potential recycling goals.
